In the Northern State of Arunachal Pradesh, economic development continues to progress and a signing of a Memorandum of Understanding (MoU) between its State Government and National Institute of Electronics and Information Technology (NIELIT) has taken place this week. The aim is to enhance the development of skills particularly in the key sector of Electronics System Design and Manufacturing (ESDM) for the local residents and citizens of Arunachal Pradesh.
The MoU signing took place at Arunachal Bhawan in New Delhi, in the presence of the Chief Minister, Pema Khandu. The overall national scheme, known as the “Skill Development in Electronics System Design and Manufacturing (ESDM) Sector”, falls within the highly impactful Digital India initiative, and this signing illustrated the part of that scheme that would be allocated or designated for the state of Arunachal Pradesh.
To this end, the MoU stated that it would help to develop skills in 1,600 locals in the first year alone. This would be achieved through both the public and private sectors for students or unemployed youth, according to reports, and the scheme would help to encourage private and public training funds to be made available for the ESDM sector.
The scheme will also facilitate evolving of process/norms for (i) certification of various courses; (ii) Providing opportunities for moving up the value chain; and (iii) Recognition of institutions for conducting such courses, as per requirement of industry in the ESDM Sector.

Overview of the “Skill Development in Electronics System Design and Manufacturing (ESDM) Sector”
Under the aegis of ‘Digital India’ programme launched by Hon’ble Prime Minister, the department has approved a Scheme for “Skill Development in ESDM for Digital India” on 09.12.2014 to cover all the States/UTs of the country in order to facilitate creation of an eco-system for development of ESDM sector in the entire country for facilitating skill development for 3,28,000 persons in ESDM sector at an outlay of Rs. 411 crore (approx.) in a period of 4 years. This is in continuation of the ‘Scheme for Financial Assistance to select States/UTs for Skill Development in Electronics System Design and Manufacturing (ESDM) sector’ approved earlier which is being implemented in 8 states. Both the Schemes are to be implemented concurrently.
